Because some people seem to have taken it upon themselves to either ignore concepts all together or creatively reinterpret the rules in ways that make no sense at all. I've added a new capability for immortals to level cap people based on their concept. If this happens to you you'll get a message when you try to train, prohibiting you from doing so.
At this point you'll need to rework your concept and note an immortal to have the cap lifted.
In a few days we'll start using this function to bring things more into line with sensible RP.
