I've made a few changes to the feat system. I've added a feat for making
guests/civilians, I've also added the ability to transfer feats. Feat sell
will also now sell one of your feats for two trains.
Also characters under level 50 who have not trained for about 30 hours
played now have a chance to earn bonus feats when they feat up, and may have
slightly faster feat cooldowns. This chance is higher the lower the level
of the character. This is designed to provide some slight incentive for
people to play lower concept characters.
