Other: persistent events

Persistent events happen instantly and stay active and on the
list until thwarted, destroyed or countered.

They can only be used by people of hunter/fiend rank and up.

Persistent events inactivity suicide timers count down 4 times
faster than normal events and they do not give fame when created.

Types that can be done Persistently:
Bounty, Disorient, Humanise, Demonise, Vampirise, Invisible, Mute,
Sicken, Eclipse, Silence, Fire-rain, Storm, Hail, Quake, Wrath,
Weaken, Enhance, Magic-immune, Demon-immune, Swarm.
